You requested data and standard requirements for your architectural thesis: Passenger Port Terminal, similar to that of the New Manila International Airport. In particular, you stated: (1) Public Private Partnership (PPP) at New Manila International Airport because your thesis project will be of similar situation or detail, and (2) PPP guidelines or details of any passenger port terminal in the country.

While our aim is to provide information whenever possible, we are unable to provide you with further details on data and standard requirements for the New Manila International Airport pursuant to Department of Justice (DOJ) Opinion No. 26 (2017), which states that it is the implementing agency of the PPP project that should decide which parts of the PPP contract can be published. As such, we refer you to the Department of Transportation (DOTr), the implementing agency of the said airport project, as it is in the best position to provide you with
the information you are requesting.
As for details and guidelines of passenger port terminals in the country, we also refer you to the DOTr, being in the best position to provide you with the information you are requesting.

Your right to request review
If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to the Office of the Executive Director. Your review request should explain why you are dissatisfied with this response, and should be made within 15 working days from the date you received this letter. We will complete the review and tell you the result within 30 working days from the date we receive your review request.
If you are not satisfied with result of the review, you then have the right to appeal to the Office of the Secretary of the National Economic and Development Authority and thereafter, to the Office of the President pursuant to Administrative Order No. 22 (s. 2011).
