ABSTRACT
This thesis seeks to provide an architectural solution to a problem faced by the country – the onslaught of disasters.
The Asia Pacific is known to be a disaster-prone region where there are 200 million children per year that experience disaster that severely disrupts their lives. Every child has a right to quality education, but many do not have access to it due to disasters. Destruction of school infrastructure is also one of the many reasons children cannot continue their schooling, which is caused by various reasons like poor site selection, design or construction, or schools used as evacuation centers, and because disaster risk reduction (DRRR) policies are not being adequately resourced or prioritized through different level of governments and to the community level. Moreover, if there is enough support for education before, during, and after disasters, it can help protect and save children's lives which then benefits their communities. Every year, countries such as the Philippines experience these disasters, resulting in children losing school days and thus interfering in their education that negatively impacts their experience (Ireland, Education Disrupted: Disaster Impacts on Education in the Asia Pacific Region in 2015, 2016).
Parents, as well as their children, find that access to education is one of their top priority concerns. Education at the center of humanitarian response has a massive effect that helps strengthen humanitarian effectiveness, reduce children's vulnerabilities, and manage their protection and development during a crisis.
On rapid onset of emergencies, schools can be platforms for program integration within a crisis-affected community where other necessary services such as healthcare, water, sanitation, child protection, and the provision of relief and food items can be delivered in a coordinated, effective and sustainable approach.
Moreover, when children are given safe spaces to learn, play, and access a full variety of services and support, they can become less vulnerable to the increased risk that go together with disasters. Schools can also provide these children spaces they need to obtain psychological support and assistance to regain the sense of normality and healing from trauma brought about by calamities. (Ireland, Disaster Impacts Education in the Asia Pacific Region in 2015, 2016)
It is clear that when we support education before, during, and after disaster saves lives, protect children, and benefits whole communities and countries
The goal of the project will answer the call for resilient school infrastructure in areas where there is an annual risk of disasters and provide a place of gathering for communities as a node for disaster relief programs.
1. To promote the need for disaster resilient programs in disaster resilient regions in the Philippines.
2. To provide continuous education for secondary students in disaster-affected communities.
3. To promote Legazpi as the pioneer in Disaster Resilient Structures.
