Money changers are classified as covered persons under Section 3(1)(1) of Republic Act No. 9160 otherwise known as the Anti-Money Laundering Act, as amended (AMLA) and are required to register with the AMLC through the Online Registration System to be given access to the AMLC Portal where transaction reports are to be submitted. The requirements and procedure for the issuance of the Provisional Certificate of Registration (PCOR) and Certificate of Registration (CR) are laid down in pages 9-12 of the AMLC Citizen’s Charter (Updated as of March 2023) accessible through this link: http://www.amlc.gov.ph/images/PDFs/PR2023/CART2023.pdf.
