Hello,
May I please know the updated rules and regulations on getting the OR/CR of a newly-purchased motorcycle from a dealer? Among others, we would like to have the following information included:
1. The exact turnaround time of getting the OR/CR from the date of purchase of the motorcycle.
2. The remedies in case dealer/responsible agencies failed to properly follow the guidelines as mentioned.
3. Which government agency should I contact in case I need further assistance? Cebu City-based here.
Please, I needed help with this.

Your Request
You asked for Procedure including the turn-around time on getting the OR/CR for a newly-purchased motorcycle.
Response to Request
Your FOI request is approved.
As per LTO guideline, the period in getting the OR/CR, stickers and motor vehicles plates from the date of purchase of the motorcycle from the dealer is seven (7) days. The registration process starts upon dealer’s submission of complete requirements to LTO, such as Certificate of Stock Report (CSR), Sales Invoice, Certificate of Insurance Cover and PNP Clearance.
In case the dealer failed to register the vehicle within that specified period, the vehicle owner is advised to file a complaint to the LTO. Upon investigation and issuance of a Show Cause order, the dealer is directed to submit a written explanation why their Accreditation should not be revoked for failure to comply with the standard requirements under Section 9.2.2 of Administrative Order No. AVT-2014-023 dated 23 January 2014. The vehicle owner should coordinate with the LTO for further assistance.
Your right to request a review

Your review request should explain why you are dissatisfied with this response, and should be made within 15 calendar days from the date when you received this letter.
