On multiple occasions, and at least one documented occasion (with audio), Ms. Maria Derma Fe P. Obiso of POLO-HK was documented to threaten an OFW who complained against her agency for illegal recruitment. Specifically, Ms. Maria Derma Fe P. Obiso stated that if the victim continued her complaints that she would be blacklisted from working abroad. Documentation on this has been sent to [email protected] and [email protected]. I like to request if there are any side-letters, administrative orders, or policies that would allow POLO to blacklist a victim of an agency due to complaints

Dear Ms. Graciadas: This refers to your query entitled: "POLO-HK Justification to Blacklist OFWs who complain against agencies". Please be informed that Ms. Derma Obiso vehemently denies the baseless accusations against her. Illegal recruitment cases are not under the POLO's jurisdiction, nor can be brought to SENA. Cases of illegal recruitment are filed with POEA which has the sole and exclusive jurisdiction over the matter. Per Ms. Obiso, no such illegal recruitment complaints were received by her ever since she arrived and handled the Complaints Section. Please be informed that upon entry to the POLO office, there is a big sign of "No Picture, Audio and Video Recording" reminder to all pursuant to the Data Privacy Ordinance.
