The Philippines Consulate General-HK has knowingly or unknowingly acted at the behest of a criminal syndicate in Hong Kong SAR. I would like to request clarification on this policy. I want a copy of Foreign Service Circular No. 2014-99. I want to know why PCG-HK has reportedly confiscated a passport that is evidence in an HK investigation and made such confiscation based on the unnotarized and informal statements of suspects in a money laundering syndicate. I want to know they PCG-London allows borrowers 30 days to recover their passports while PCG-HK confiscates them immediately.

Your request You asked for Policy of Foreign Service Circular No. 2014-99. Response to Your request While our aim is to provide information whenever possible, in this instance, upon further evaluation of your request, please be advised that internal documents such as Implementing Rules and Regulations, Foreign Service Circulars pertaining to the conduct of foreign affairs is recognized in international law and in the Inventory of Exceptions to Executive Order No. 2, the Order which operationalized the right to information. Therefore, DFA is constrained by law from issuing copies of the subject documents to the public. As for your concerns with the Foreign Service Posts, please be advised that your request cannot be categorized as an FOI request.
