You asked for Policy Directives/Plans/Programs on RA 10821 Children in Emergencies law.
Response to Request
Your FOI request is approved. I enclose a copy of all of the information you requested.
[One of the enabling policy documents that seeks to support the implementation of RA 10821 Children in Emergencies law is the National Disaster Risk Reduction and Management Plan 2020-2030. The NDRRMP underlines the importance of ensuring inclusion and meaningful participation of the vulnerable groups including the children and youth not only during emergencies but in the entire ambit of DRRM. Copies of the NDRRM Plan 2020-2030 and the NDRRMC Resolution Approving the NDRRMP 2020-2030 are attached.
Following are the specific Outcomes, Outputs and Activities that relative to strengthening the implementation of the provisions of the law:
Outcome 2: Implemented Risk-Centered National, sub- national and sectoral policies, plans, and budgets
Output 2.1: DRRM. CCA, and environmental policies, plans, and budgets at all levels
Activity 2.1.7: Strengthen local, national government agencies and non-government entities’ participation in planning activities at all levels particularly persons with disabilities, women, indigenous peoples, and children, providing them the necessary support to meaningfully participate.
Outcome 16: Affected Communities are provided with gender-responsive, culture-, and conflict-sensitive basic necessities and services
Output 16.1: Provide basic necessities and services to the affected population prioritizing the marginalized sector.
Activity 16.1.3: Establish child-, women-, older person, and person with disability-friendly transitional shelters as well as a referral system for orphaned, unaccompanied, and separated children
Activity 16.1.4: Prompt resumption of educational services for children
Further, the DILG - head of the Disaster Preparedness Pillar of the NDRRMC also issued a Guidelines on the Localization of the Comprehensive Emergency Program for Children (CEPC) and RA 10821.
