Good day! May the blessing of the Lord be with you all always.:) I believe this program, Philippine Community eCenter (CeC) Program, is promising for persons with disabilities and especially useful since August 1 is White Cane Day. ICT enables the blind to read via device screen readers. Please teach us how to implement this in our municipality. We are in San Miguel, Bulacan. I currently work in PDAO.
