Hello! My name is Cristina Chi, a Journalism student and Editor-in-Chief of Tinig ng Plaridel, the official student publication of the UP College of Mass Communication. 

I write in connection with an article I am writing on the construction of PGH Diliman.

I would like to request for a copy of the feasibility study on the PGH Diliman Project. If applicable, I would like to see the Initial Environmental Examination (IEE) of the area where PGH is set to be constructed.

Dear Ms. Chi,

This is to inform you that NEDA, in coordination with UP, commissioned the conduct of the feasibility study (F/S) for the UP Philippine General Hospital (PGH) Diliman Project under the NEDA-administered Project Development and other Related Studies (PDRS) Fund. The said study commenced on 17 January 2019. 

Subsequently, the Public Private Partnership Center (PPPC) and UP entered into an agreement with the Isla Lipana & Co. [the Philippine member firm of the Pricewaterhouse Cooper (PwC) network] on 16 March 2020 for the project preparation and transaction advisory services of the UP-PGH Diliman Project (i.e., including the preparation of a feasibility study for the implementation of the project via PPP arrangement), which was funded under the Project Development and Monitoring Facility (PDMF) of the PPPC (https://ppp.gov.ph/press_releases/govt-taps-firm-for-pgh-diliman-projects-transaction-advisory-services/)

In view of the foregoing, may we respectfully refer this FOI request to PPP Center as it is the entity administering/managing the said PDMF.
