Hi, I would like to request information regarding:
1) Messenger requirement, application, and process for PEMEDES operation for signing up with Grabexpress Inc (including Implementing rules and regulations on operate)
2) Any other information for car owners in signing up to operate with GrabExpress, Inc in accordance with DICT regulations such as but not limited to:
- limit of units (if similar with LTFRB)
- slot availability (if any)
- driver/messenger requirements
4) Penalty list and fees (to avoid violation purposes)
Signing up for car owners with GrabExpress, Inc started last year.

Thank you for accepting the request.
Allow me to share my concerns on top of my previous request for information as follows:
- First, allow me to show you a link to sign up for Grab Express as a delivery partner - https://docs.google.com/forms/d/e/1FAIpQLSfbt97S-xoQJseBchJiuv05VaQY6V_sUOPmuZpZhJSvQ8DNIA/viewform?fbclid=IwAR2cuN37hpjPNggRumJG9-zRqS0lpwI2Ucfc1wCqw2HKOK5nmt1v2gClldI
- In the requirements on that link. Is that aligned with regulation. If not, what is not aligned?
- Is it allowed that "vehicles used" are classified "PRIVATE" to operate (not owned by Grab Express Inc (based on the link)?
- Is it true that there is no need for delivery partners to get permits from LTFRB for the use of their vehicle for "paid" service (overruling REPUBLIC ACT No. 4136 Section 7 item a)?
