Thank you for your request dated July 30, 2018 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your request You asked for Project Development and Monitoring Fund (PDMF) Opportunities for the year 2017 specifically responses to questions received and expression of interests for consulting firms. Response to your request The Requests for Expressions of Interest (REOI) issued in 2016, has already been concluded. The PPP center, under its PDMF, advertised REOIs in 2016 for consulting firms who intend to be part of its consulting panel. The Panel of Consultants for (i) Project Preparation and Transaction Support, (ii) Probity Advisory, and (iii) Independent Consultant Services have been established in 2017 and will be retained until March 2021. The said Panel is subject to update or reconstitute any time under PPP center’s discretion. Should a consulting firm or individual consultant wish to participate in any projects in the PDMF pipeline, they may opt to contact directly the current members of our Panels to offer their services. However, the PPP Center in coordination with the Implementing Agency has the discretion not to issue a Request for Proposals (RFP) for a specific project to all members of the concerned Panel. In this regard, you may continue to monitor the PPP Center website: https://ppp.gov.ph/ or contact our PDMF Service at telephone no. 929-8592 for any prequalification activities in the future. Your right to request a review If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to the Office of the Executive Director. Your review request should explain why you are dissatisfied with this response, and should be made within 15 working days from the date when you received this letter. We will complete the review and tell you the result, within 30 working days from the date when we receive your review request. If you are not satisfied with result of the review, you then have the right to appeal to the Office of the Secretary of the National Economic and Development Authority and thereafter, to the Office of the President pursuant to Administrative Order No. 22 (s. 2011).
