June 20, 2020 Dear Denver, Greetings! Thank you for your request dated May 21, 2020 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your request You asked for the output specifications/desired project outputs for the Muntinlupa-Cavite Expressway (MCX) and Cavite-Laguna Expressway (CALAX) projects. Response to your request While our aim is to provide information whenever possible, in this instance, we are unable to provide you with the output specifications, which are stipulated in the signed PPP contracts for the MCX and CALAX projects. Pursuant to the Department of Justice (DOJ) Opinion No. 26 (2017), the PPP Center is prohibited from publishing or otherwise distributing PPP contracts and/or portions thereof, as these are owned by the implementing agencies. Nevertheless, we refer you to the implementing agency for these projects, the Department of Public Works and Highways (DPWH), as they are in the best position to provide you with the information you are requesting.
