I received a copy of an Operations Manual from [email protected] last March 25, 2021. However I noticed it is dated March 30, 2000. I was requesting for the latest Operations Manual which incorporated the recent ruling of the Supreme Court in a Decision last June 25, 2019 in the case of the Inmates of New Bilibid Prison vs. the DOJ docketed as G.R.
