Purpose: Clarifying How Smartmatic Introduced/Represented Itself to COMELEC & the Rest of the PH Government

I distinctly remember Smartmatic being introduced as a Venezuelan company back in the televised hearings before the PH 2010 Election, but (after the U.S. 2020 Election & Trump also claiming it) media here in the U.S. now claim it's American. Smartmatic claims it is & always was U.S.-company now, too! https://www.smartmatic.com/about/our-history/ There are even claims that it's Dutch! The Hell‽ PH news media claims it's Venezuelan. PH Govt. has also claimed that ever since. Just to be sure, what do their procurement-doc.'s with COMELEC say? Can they be released, please?
