I would like to know if a government employee, with a duly authorized travel order, is allowed to purchase his/her own airline ticket to attend/participate in an activity as authorized, and just have it reimbursed?
Are official travels, not part of the PAPs, but undertaken to represent the office and attend/participate in certain activities, still covered by RA 9184? or can be covered by COA CIRCULAR NO. 2012-01 and EO77?

Response to Request
Your FOI request is approved. I enclose a copy of all of the information you requested.
The rule on travelling expenses is covered under Commission on Audit Circular No. 2012-01, particularly Sections 1.2.4.1 for Local Travel and 1.2.4.2 for Foreign Travel of the said Circular.
On the other hand, your office may still resort to the procurement of airline tickets using Competitive Bidding Section 10 of the Republic Act (RA) No. 9184 or Direct Retail Purchase of Airline Tickets under Section 53.14 of 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184. In addition, aside from the abovementioned mode of procurement, the Procuring Entity can still use other modes of procurement for the procurement of airline tickets. Lastly, we reiterate that it is the Procuring Entity has the sole authority and is in the best position to determine the appropriate method of procurement for a particular procurement project based on its identified needs and requirements and the attendant circumstances.

Your FOI request is approved.
Under Section 53.14 of the 2016 Revised IRR of RA 9184, the purchase of airline ticket may be made by End-User's delegated to procure from the direct suppliers or service providers. As to your concern on reimbursement, this is covered by applicable accounting and auditing rules, which is not under the purview of the GPPB-TSO.
