Dear Mr. Emelito Casas, Greetings from the Home Development Mutual Fund (Pag-IBIG Fund)! This refers to your eFOI request on loan moratorium granted in the Iligan branch. May we respectfully inform you that the eFOI link was just sent to Pag-IBIG on 20 February 2019 and FOI-PCOO gave the password to activate the Pag-IBIG account only on 21 February 2019. Thus, we would like to offer our apologies for the delay in our reply. As to your request, you are asking the Fund to provide an official summary report on loan moratorium granted in the Iligan branch for your personal research. Specifically, you are requesting data from 01 February 2012 to 31 March 2013 on the following: 1. Number of borrowers who applied under Circular No. 318 (Individual Accounts) 2. Total amount reported 3. Number of borrowers who applied under Circular Nos. 313 and 320 4. Total amount reported We endorsed the matter to the operating unit concerned, which is the Cagayan de Oro Housing Business Center-Housing Loans Accounting Division (HBC-HLAD). HBC-HLAD informed us that the requested data is not readily available. Thus, while our aim is to provide information whenever possible, in this instance, the Fund cannot grant your request due to the aforestated reason. Under Section 1.6.4 of the Pag-IBIG Fund Freedom of Information (FOI) Manual, the FOI Decision Maker has the authority to deny a request based on the reason that the request requires processing of data or information not readily available with the Fund. Furthermore, under the Data Privacy Act of 2012, the processing of personal data is only allowed if the research is intended for a public benefit, subject to the requirements of applicable laws, regulations, or ethical standards. Consequently, the stated purpose of personal research is not an exception allowed by law. Taken altogether, the Fund deems it in its best interest, as well as that of its members, to deny the instant request. Thank you.
