Good day! Respectfully requesting for the Official List of the Pantawid Pamilyang Pilipino Program (4Ps) Beneficiaries of the Cities of Bais and Tanjay, Negros Oriental as of April 30, 2020. We would like to extend our gratitude to the reply you sent to us on our previous request with reference to FOI Request #DSWD-763529043338, however the content of the reply sent was the list of the SAP beneficiaries and not on the list of 4Ps beneficiaries. In this regard we are writing again this request to secure a copy of the Official List of 4Ps beneficiaries of our audited agencies. Thank you.

26 April 2021 Dear Ms. Wendy Jumalon, Greetings! Thank you for your request dated 20 April 2021 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your request You asked for the official List of the Pantawid Pamilyang Pilipino Program (4Ps) Beneficiaries of the Cities of Bais and Tanjay, Negros Oriental as of April 30, 2020. Response to your request Unfortunately, the information you are requesting falls under the list of Exceptions to the Right of Access to Information enumerated in the Inventory of Exceptions to Right to Access to Information issued by the Office of the President (attached as ANNEX B to the FOI Manual of the DSWD). Specifically, it falls under: a. Information of a personal nature where disclosure would constitute a clearly unwarranted invasion of personal privacy, personal information or records, including sensitive personal information, birth records, school records, or medical or health records; However, under Republic Act No. 10173 or the Data Privacy Act, the processing of Personal Data collected from a party other than the Data Subject shall be allowed subject to conditions specified by law. Data sharing between government agencies for the purpose of performing a public function or providing a public service, would require a data sharing agreement. Hence, may we respectfully recommend that the Commission on Audit (COA) Regional Office concerned, through your good office, officially directs its request for sharing of data, to the DSWD Field Office VI, for the execution of a data sharing agreement, pursuant to law.
