SUBJECT: Request for the Number of Students with and without Internet Access and/or Personal Computer
To whom it may concern:
Greetings and good day!
FASSSTER (https://fassster.ehealth.ph/covid19/) is a web application developed by researchers from the Ateneo de Manila University, in partnership with the Department of Health (DOH) and the Department of Science and Technology – Philippine Council for Health Research and Development (DOST-PCHRD) aimed to create disease models and visualize surveillance reports for ailments. Currently, FASSSTER provides information and forecasts that are used for decision-making by local government units (LGUs) and by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) in light of the COVID-19 global pandemic.
As part of FASSSTER’s aim to create a socioeconomic portal and economic models, we are currently gathering data beyond the measures of poverty and population at a city and municipal level. Thus, we need data on students with vulnerabilities in several aspects. The objective in gathering such data is to develop and refine the socioeconomic portal to reflect the context of the different cities and municipalities amidst the impacts of the global pandemic.
Particularly, we would like to request the following data:
• Number of students with and without internet access at the municipal/HUC/provincial level
• Number of students with and without personal computer at the municipal/HUC/provincial level
We would appreciate receiving the digital copies of the datasets in any format available.

I refer to my letter of Jun 11, 2020 about your request under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, for Number of Students with and without internet access/personal computer. In particular, I had requested specific information for you to clarify upon in order for us to proceed with the request.
As we have not received a reply within the 60-day working period since the letter requesting for clarification was sent out, we regret to inform you that this request will be closed as of Sep 03, 2020.
You may wish to submit a new request describing the specific information you are looking for, and we will be able to consider it under the guidelines as stated in Executive Order No. 2.
Your right to request a review
If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to or visiting our central office. Your review request should explain why you are dissatisfied with this response, and should be made within 15 calendar days from the date when you received this letter.
