I have requested a copy of a public document (News Article) under FOI Tracking no: #PNP-565952614783. The result was a letter from a Police Lt GENESON D. BELOYA was posted in public stating factual errors.
The full News Article that I have requested was written by PSUPT ROGELIO ALABATA, Chief of RPIO9 and in his daily JOURNAL dated 25 September 2016, as admitted by PSUPT ROGELIO ALABATA under oath in a DEFAMATION/CYBER Libel case against him in the RTC.
The daily JOURNAL was filed in the RTC as evidence, so for PLT GENESON D. BELOYA to state no record exists, is very untrue

This is the URL of the extremely defamatory public News Article written by PSUPT ROGELIO ALABATA RPIO9 Chief, and posted on pro9.pnp.gov.ph as even admitted by him under oath in a public court hearing.-

PSUPT ROGELIO ALABATA of RPIO9 has admitted under oath in and Affidavit to writing the Article and sending it to the Pro9 REGIONAL INFORMATION AND COMMUNICATION TECHNOLOGY MANAGEMENT DIVISION (RICTMD) for publication on pro9.pnp.gov.ph website, but claims a crime has been committed by a PNP Officer who altered the Article and added an extremely false and defamatory heading "FOREIGN NATIONAL WANTED FOR RA9262, RAPE SUSPECT ARRESTED IN DIPOLOG"
For PLT GENESON BELOYA to state "Base on our records, no relative article has been shown or posted on the Pro9 website" is factually incorrect.
A serious crime has been committed by a Philippine National Police Officer, and ignoring this or attempting to conceal it, will just drag all of PNP into disrepute.

Besides the fact that the Author of the Article, PSUPT ROGELIO ALABATA, has admitted under oath to writing the Article and having it published on Pro9 website by RICTMD, many other media outlets copied and republished the Article with the Defamatory and false heading and they included the URL from the Pro9 website in their reposts, being;

I suggest this is dealt with by PBGEN NEIL B. ALINSANGAN director of PNP Pro9 to ensure evidence of a crime committed by a Philippine National Police officer is not concealed, as that is a further crime. Lets work together on this to resolve a crime and give Justice to a victim of PNP. You have my email address

Could you kindly follow the law when dealing with my Request for FOI, as the law has not been followed in the past; Please ensure the Receiving Officer sends me a Stamped/Sealed Receipt confirming the Receipt of my Application, and puts their name on the Receipt, and informs me of who the responsible officer will be.
This also applies to the Decision maker; Please ensure your name is included as required by law, not FDM or FOI Officer. If you are unaware of the Laws they can be found in RA11032 - Section 9

There are also email communications from 2016 by RICTMD Pro9 admitting the post, so as the post was removed from pro9.pnp.gov.ph you will need to recover it.
If it has been disposed of/destroyed then please send me the approval from the Executive Director of National Records, as that approval was required, and if no approval, another crime has been committed by pro9
I have made this very easy for you, and requested a Certificate signed by the Regional Director, admitting the Post existed and was removed. If I receive this, no further criminal charges will be filed.

Dear BGEN NEIL ALINSANGAN,
Please see confirmation from National Archives; PRO9 has not been given any authority or permission to delete of destroy the information I seek, being Public News Articles posted on pro9.pnp.gov.ph.
It is a Criminal Offence to destroy Public Documents and Records without the prior permission of Director General of National Archives, and in this case, there was no permission - hence, please provide what I have requested without further delay as the delay is Obstructing Justice, or provide the full name and rank of the Officer that has broken the law and destroyed Public Records illegally
