Department of Labor and Employment(DOLE)

According to reports (https://www.sunwebhk.com/2020/02/polo-to-have-new-contract-submission.html), senators, and discussion - DOLE has is building/implementing a "new system for submitting contracts by employment agencies".

I would like to obtain copies of the project specifications, budget, and authorization orders. Furthermore, please clarify whether this is an internal project and the departments in charge of building the system. Partial documents relating to this project appear to show that DOLE has outsourced this project to another service provider without any public bidding process.
