I refer to my letter of Oct 28, 2019 01:17:53 PM about your request under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, for New Manila International Concession Agreement between DoTr and SMC Holding.
In order for us to work further on your request, we need more information from you regarding your query. Please state from what school you are, what is the purpose of the request, and to what extent you will use the information that you are requesting.
Under Sec. 9 (a) of E.O No. 02, s.2016, the reason and purpose of the request must be stated. Please be informed that "Research, Reference" is too vague a reason/purpose for the requested document considering that the same involves more than PHP 700 Billion in project cost.

Greetings
The documents requested will be shared with Forum Moderators and Administrators and other forum members, in the online discussion board https://www.skyscrapercity.com particularly on the 'Manila-Bulacan International Airport' thread https://www.skyscrapercity.com/showthread.php?t=2085149
Particularly to clarify the following issues being raised by some forum members on the following :
1. That the concession agreement ( in spite of being signed and perfected ) will be renegotiated due to the questions raised by The Honorable DoF Secretary Carlos Dominguez III.
2. That MAGA ( Material Adverse Government Action ) provisions are grossly disadvantageous to the Government and The Honorable DoF Secretary wants to limit the scope of this guarantee to actions of the Executive Branch only. Thus the standard MAGA provisions currently included in signed Concession Agreement need to be revised / renegotiated.
3. That the Concession Agreement has no or minimal flood mitigation component and does not adequately define the responsibility of the Concessionaire. That the ECC and the required EIS ( Environmental Impact Study) does not adequately address the long term impact of the Project on the low lying areas near the Airport
4. The documents will also be used to address any issues that other members of the Forum will raise.
