I am Ellie de Castro, an archaeologist and researcher. My father Leo de Castro graduated from Nellie E. Brown Elementary School in 1962. For the past few months we've been trying to find more information on who Nellie E Brown was and why there is a school in Olongapo named after her. The school's official records state that Nellie E Brown was a Peace Corps volunteer who helped build the school in West Bajac-Bajac. However, there were no Peace Corps yet in 1953 when the school was established. The Peace Corps were established in 1961.
