NDCP is conducting benchmarking activity among various SUC across the country to keep its mandate of delivering high level national security learnings to its scholars. And through this we are preparing to review and recommend adjustments to our honorarium and representation expenses that we provide to our invited and contracted subject matter experts to be more competent to what other education institutions are providing their invited guest experts. With this, I would like to request rates for honorarium offered by your organization to Subject Matter Experts contracted by your organization.

March 1, 2023 Dear Reyham Usman, Greetings! Thank you for your request dated Feb 27, 2023 01:08:44 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your Request You asked for National Defense College of the Philippines Benchmarking of honorarium and representation. Response to Request Your FOI request is approved. I enclose a response of some of the information you requested. Regarding honorarium of experts or speakers, the basis of NEUST in general is the Salary Grade of the invited experts/speakers. There is a fixed multiplier to determine the amount of their honorarium. Your right to request a review If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to Engr. Christopher Ladignon at [email protected]. Your review request should explain why you are dissatisfied with this response, and should be made within 15 calendar days from the date when you received this letter.
