Good day!
I would like to request the average NAT scores of all elementary and junior high schools in the country (Grade 3, Grade 6, Year 2/4) for schools years 2013-2014 up to 2017-2018.
The file(s) should contain the school ID, school name, school division, region, cluster, as well as the mean scores of each school in English, Filipino, Science, Math, as well as the overall mean.

To whom it may concern:
Good day! I am a PhD student in Applied Economics at the University of Minnesota. My three recent requests from the Department of Education will form part of my empirical research on the impact of school finance (MOOE) on various education outcomes (NAT Scores, Enrollment, etc.).
Some of the key research questions are the ff:
1. Did the recent increase in school budgets (e.g. increase in MOOE) impact education outcomes such as student test scores (NAT) and school completion and enrollment rates?
2. Which components of spending (e.g. capital versus non-capital spending) contributed the most to improvements in outcomes?
3. What are the mechanisms through which school finance influences these outcomes?
Should it be of interest, I may send a formal and more detailed proposal via e-mail as the FOI portal has a restrictive character limit.

I refer to my letter of Oct 07, 2018 05:03:00 AM about your request under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, for NAT Scores of all Public Elementary and Junior High Schools.
Please be informed of the additional requirements you need to submit. To process your request, kindly submit the following documents to [email protected], stating your FOI request tracking code:
a. Letter specifying the purpose of the request and the data being requested (year administration, scope, variables);
a. School ID to show proof that you are enrolled in a higher education institution;
B. Copy of your approved thesis/dissertation proposal signed by your Adviser;
c. Endorsement letter signed by the school Dean.
Note that the Bureau of Education Assessment (BEA) can only release 10% of the actual number of examinees per year. Individual test results with names shall not be released unless the “data subject agrees to the collection and processing of personal information about and/or relating to him/her” per Section 3 of Republic Act 10173 or the Data Privacy Act of 2012.
Additionally, a corresponding amount shall be charged by BEA for the processing of the data request.
