This is from the North-South Commuter Railway System Project.
I would like to request for a Certified True copy of the Multi-Year Contractual Authority with reference no. MYCA-BMB-A-19-00000015 of the Department of Transportation for fiscal year 2019. The project name is North-South Commuter Railway System (Japan International Cooperation Agency-funded portion).
Hoping for the request to expedite as soon as possible as the document is needed for Commission on Audit's review. Thank you so much.

This refers to your request under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, for a Certified True Copy (CTC) of the Multi-Year Contractual Authority (MYCA) with reference No. MYCA-BMB-A-19-00000015.
At the outset, it bears stressing that the Department of Transportation (DoTr) should have a copy of the document being requested. In any case, please be informed that if you wish to request the subject document, your agency must submit a letter addressed to the Secretary of the Department of Budget and Management, duly signed by the proper and authorized official from the DoTr, stating the purpose of such request.

I refer to my letter of Oct 10, 2023 about your request under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, for Multi-Year Contractual Authority. In particular, I had requested specific information for you to clarify upon in order for us to proceed with the request.
As we have not received a reply within the 60-day working period since the letter requesting for clarification was sent out, we regret to inform you that this request will be closed as of Jan 02, 2024.
You may wish to submit a new request describing the specific information you are looking for, and we will be able to consider it under the guidelines as stated in Executive Order No. 2.
Your right to request a review
If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to or visiting our central office.
