I refer to my letter of Nov 06, 2019 02:45:52 PM about your request under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, for MUCEP Database: Manuals and OD Matrix Files.
Per memorandum released by our Legal Affairs Office last 24 August 2018, any person who request information or documents in DOTr via the eFOI portal should "reasonably describe the information requested, and the reason for, or purpose of, the request for information." This also in accordance to E.O No. 2, s. 2016.
In order for us to work further on your request, we need more information from you regarding your query. Please state from what school you are, what is the purpose of the request, and to what extent you will use the information that you are requesting.

Purpose of Request / Extent of Data Usage:
1. Academic Research with DOST: Studies and analyses of urban transport networks and mobility patterns; transport scenario modeling.
2. Education: Datasets to be used to teach Data Science and Analytics to students (e.g. those in AIM-ASITE's Master of Science in Data Science programme).

Thank you for your request dated Nov 06, 2019 02:45:52 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.
You asked for MUCEP Database: Manuals and OD Matrix Files.
Your FOI request is approved. I attached herewith the Department Order No. 2017-003, otherwise known as "Guidelines for Requesting Information/Access to the MUCEP Database."
The database can only be accessed at the Road Transport Planning Office of the DOTr (6th floor, Columbia Tower, Ortigas Avenue, Mandaluyong City). Kindly bring all the necessary requirements stated in the D.O. including a formal request letter address to:
