Good day, I'd like to request information on the following concerns regarding the MRT 4 project:
1.) Has biding started? Who are the contractor/s for the project?
2.) Will construction start this 2021? And will it be operational by 2025?
3.) How many train/train sets will be used for the train line?
4.) What is the top /operating speed of the trains to be used?
5.) Is there a budget allocation assigned for the MRT 4 project in the 2021 GAA? If so, how much?

Good day! I am a college student writing an essay on the accomplishments of the Duterte administration.
Moreover, I'd like to prove in my essay the sustained railway modernization efforts.
So far, MRT-4 does not have as much information available to the public online for me to use in my essay, whereas the Metro Manila Subway, MRT 7, LRT 1 extension, LRT 2 west extension among others have vast sources available online showing the progress of said projects.
This leads me to clarify with the DOTr the status of the MRT-4 line project, and whether or not it will be accomplished by 2024/2025. Thus, information such as whether or not bidding or procurement has started, or if the pandemic has caused delays in the process, is crucial for me to know for my essay.
Hopefully, with the information provided to me, I can prove to my readers that the MRT-4 project will not be an abandoned project of the government's BUILD BUILD BUILD program and that the DOTr is indeed committed to "fulfill the promise of a comfortable life to Filipinos".
