We would like to request a copy of feasibility studies of the MRT-4, which have been listed by NEDA's latest updates on the Duterte administration's infrastructure flagship projets (see:https://drive.google.com/file/d/1os-1HcOAqbx8dzJ0NmGPXkIoppvWS51x/view) The studies obtained will be used for our project in Environmental Impact Assessment, in which we are assigned to make an IEE checklist of the said project. We hope for your good office's kind consideration in this matter.
Dear Ms. Fulgencio, I refer to your letter of Jan 16, 2020 01:26 PM, about your request under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, for The Feasibility Studies of the MRT-4. Per memorandum released by our Legal Affairs Office last 24 August 2018, any person who request information or documents in DOTr via the eFOI portal should "reasonably describe the information requested, and the reason for, or purpose of, the request for information." This also in accordance to E.O No. 2, s. 2016. In order for us to work further on your request, we need more information from you regarding your query. Please state from what school you are, what is the purpose of the request, and to what extent you will use the information that you are requesting. Further, we would like to request for a formal letter of intent. During the period of us awaiting your reply, your request will be put on hold. Good day! I'm Sheryl Anne C. Fulgencio, a graduating student of BS Railway Engineering and Management from Polytechnic University of the Philippines (PUP) Sta. Mesa, Manila. The documents I am referring to in my first message will be used for our project presentation in our subject REMA 3303- Environmental Assessment of Transportation Project. We are assigned to assess the environmental impact of MRT-4 project and those documents would be a great help for our venture since there are only limited information of the project in the internet. Dear Sheryl, Good day! After review of our Planning Department, this Office is of the view that the request of Ms. Fulgencio cannot be given due course considering that the disclosure of the said “Feasibility Studies” are subject to certain limitations and restrictions as provided by law. It should be noted that the Freedom of Information principle under Executive Order No. 2 dated 23 July 2016 (An Order Operationalizing the Executive Branch the People’s Constitutional Right to Information and the State Policies to Full Public Disclosure and Transparency in the Public Service and Providing Guidelines Therefor) is not absolute since there are information and documents that the Government may still withhold from the public or any requesting person.
