- summary of highlights/ minutes of the meeting on cabinet cluster meetings of Justice, Peace and Security cluster during the administration of President Benigno Aquino III from 2011 to 2016 in which the National Security Council served as Secretariat.

- resource person who may be interviewed on cabinet meetings on Justice, PEace and Security cluster.

- relevant information on monitoring/ evaluation on the performance of the cluster.

In reference to your letter requesting a copy of the document pertinent to the overview of the meetings for the Security, Justice, Peace Cabinet Cluster conducted during the Administration of President Benigno Aquino III, please be advised that the National Security Secretariat is bound by Memorandum Circular (MC) 78 dated 14 August, 1964 entitled "Promulgating Rules Governing Security of Classified Matters in Government Offices."

In relation thereto, Section 4 of Executive Order (EO) No. 2 series of 2016, also known as Freedom of Information, states that "Access to information shall be deinied when the information falls under any of the exceptions enshrined in the Constitution, existing law or jurisprudence."

Pursuant to the foregoing MC and EO, the date being requested falls under the exception of privileged information relating to national security, defense or international relations; and records of proceedings or information from proceedings which, pursuant to law or relevant rules and regulations, are treated as confidential or privileged. 

In this regard, inasmuch as we would like to give assistance on your ongoing thesis study, we regret to inform you that the data being requested is not to be released publicly as it pertains to classified information.
