Hello, I would like to request for the Memorandum of Undertaking involving Military Defense Corp. between the Philippine Republic and Israel. I do not have the exact details of the same for it came to my knowledge only by piecemeal. I am doing a research on military capabilities and all efforts done by the government to attain the same. The disclosure of this public document, which I believe is all generally couched will greatly help my concept and reference. Your favorable response is much appreciated. Thank you.

21 November 2017 Dear Ms. Marycris Sanchez, This pertains to your request dated 06 November 2017 for a copy of the Memorandum of Understanding (MOU) ont he defense Cooperation between the Philippines and Israel. Please be informed that our aim is to provide information whenever possible however, in this instance we are unable to provide the information you have requested because of the exception under Section 2 of the List of Exceptions to E) No. 2 s. 2016 applies the MOU. The said section provides for the exception to the right to access to privileged information relating to national security, defense or international relations. In particular access cannot be granted since the said MOU is covered by the "security" provision wherein disclosure is prohibited. If you are not satisfied with this response, you may request for an internal review of such response by writing to the Undersecretary for National Defense who heads the Central Appeals and Review Committee. Your appeal should explain why you are dissatisfied with this response, and should be made within 15 calendar days from receipt hereof. It shall be decided by the Department Secretary upon the recommendation of the Committee within 30 working days from the filing of said written appeal after after which you will be notified of the result.
