Dear DSWD through FOI,
Pursuant to Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, I am kindly requesting for some statistics of Homeless / Street Families in Metro Manila. I understand that this info is not yet publicly available; moreover, I have seen two FOI requests stating that this info is unavailable.
I have encountered a book which contains data for Modified Conditional Cash Transfer for Homeless Street Families (MCCT-HSF) beneficiaries (please see attached). However, this data is unpublished and was only obtained through personal communication.

Dear Mr. dela Cerna:
You requested for “some statistics of Homeless / Street Families in Metro Manila”. This is similar to your other request with the heading “The statistics of homeless / street people in Metro Manila”, in which you requested for “statistics of HOMELESS / STREET PEOPLE in Metro Manila.” Thus, we are consolidating that other request with this request, and we shall be responding to this request.
The DSWD does have several statistics regarding homeless people in Metro Manila. However, we are not sure exactly which of these would be relevant to you. Please therefore specify or clarify what sort of statistics regarding homeless people in Metro Manila you are looking for.

Dear Ace,
I refer to my letter of Jan 16, 2018 about your request under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, for MCCT-HSF "Partner Families" (Homeless / Street People) Beneficiaries. In particular, I had requested specific information for you to clarify upon in order for us to proceed with the request.
As we have not received a reply within the 60-day working period since the letter requesting for clarification was sent out, we regret to inform you that this request will be closed as of Apr 10, 2018.
You may wish to submit a new request describing the specific information you are looking for, and we will be able to consider it under the guidelines as stated in Executive Order No. 2.
Your right to request a review
If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to or visiting our central office. Your review request should explain why you are dissatisfied with this response, and should be made within 15 calendar days from the date when you received this letter.
