September 21, 2023 Dear Elmer Jugalbot, Greetings! Thank you for your request dated Sep 20, 2023 03:21:16 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your request You asked for Mandaue-Consolacion-Liloan Bypass Road. Response to your request Please be advised that the Mandaue-Consolacion-Liloan Bypass Road is divided into two (2) projects, namely: (1) Mandaue Coastal Road under Cebu-Mactan Bridge (4th Bridge) and Coastal Road Construction Project, and (2) Consolacion-Liloan Bypass Road Project, which are both under the jurisdiction of DPWH UPMO - Roads Management Cluster I. The projected construction start date of Mandaue Coastal Road component is by the last quarter of CY 2024. Its Detailed Engineering Design Plans are not yet approved and are still under review by the Department’s Bureau of Design which may still be subject to possible changes. In addition, please note that the Consolacion Liloan Bypass Road Project is still in the Feasibility Study stages; therefore, we cannot provide detailed plans, alternate routes, and approved routes at this time. However, the projected construction start date is CY 2026. Your right to request a review If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to DPWH Secretary Manuel Bonoan. Your review request should explain why you are dissatisfied with this response, and should be made within 15 calendar days from the date when you received this letter. We will complete the review and tell you the result within 30 calendar days from the date when we receive your review request. If you are not satisfied with the result of the review, you then have the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011). Thank you.
