February 17, 2017 Dear Dante Garcia, Greetings! Thank you for your request dated Jan 18, 2017 03:01:28 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. The groundbreaking, signalling the start of construction, will be on March 6. We apologize for the late reply as we are also awaiting official announcement/confirmation.
