1. Lot plan of the JHMC-BCDA (to verify if our proposed Road-Right-of-way is really situated within the JHMC-BCDA Zone)
2. If verified through the requested Lot Plan, what will be the procedure if we request to ask permission to utilize the area as RROW?

I am writing in response to your recent Freedom of Information (FOI) request dated 18 September 2023, which was promptly received by the John Hay Management Corporation (JHMC) via our Receiving Officer on the same day through the FOI portal, bearing the reference number JHMC-474972323201.
After a thorough assessment and evaluation of your FOI request, our Legal Department (LD) has determined that your request for a Lot Plan is consistent with the right to access information, as defined in Memorandum Circular No. 89, Series of 2021. This circular updates the exceptions to the right to access information under Executive Order No. 02, Series of 2016.
JHMC recognizes the importance of the requested document in assisting you to ascertain whether your proposed RROW is positioned within the BCDA property.
Following a comprehensive examination conducted by the JHMC Legal Department (LD) and Land and Management Division (LAMD), it has been definitively established that your proposed RROW is located outside the BCDA property. Furthermore, we regret to inform you that JHMC does not possess a Lot Plan for Loakan Proper.
Nevertheless, we are pleased to extend an alternative solution. JHMC can provide you with a copy of a vicinity map or other pertinent documents that delineate the boundaries and coordinates of the BCDA property in Loakan Proper, Baguio City. This alternative documentation will serve to apprise you that your proposed RROW is indeed situated outside the BCDA property.
I kindly request that you treat any document provided with the utmost confidentiality and use it solely for the intended purpose of verifying the location of your proposed RROW.
