Good day po.:) This is not to push the issue po.:) Is it possible on future edits of this document there will be a separate office for Persons with Disabilities under the LCEs as espoused in RA 10070? You see from my experience, people with vested interest in the DSWD use the PWDs for their political agenda alone.:( PWDs remain powerless and unheard in the communities. Having a direct access to the LCE, I believe, can remedy this. It removes bottlenecks. We can lobby for education, employment, accessibility and participation better more and not just social services or ayuda.

Your Request
You suggested for future edits of LBC No. 137 in relation to RA No. 10070.
Response to Request
May we respectfully inform that the Index of Occupations Services, Position Titles and Salary Grades in Local Governments, CY 2021 Edition (IOS-LGU for brevity), which was circularized through LBC No. 137, contains the updated list of classes or position titles existing in the LGUs that are grouped by occupation. These positions can be seen under the Social Sciences and Welfare Service pursuant to RA No. 10070 and its IRR:
- Disability Affairs Assistant/SG-8;
- Disability Affairs Officer I/SG-11;
- Disability Affairs Officer II/SG-15;
- Disability Affairs Officer III/ SG-18; and
- Disability Affairs Officer IV/SG-22.
However, may we stress that the rules and regulations on the creation of offices in LGUs, such as the Persons with Disability Affairs Officer (PDAO), is outside the ambit of the IOS-LGU.
May we likewise highlight that in the case of the PDAO, the IRR of RA No. 10070 already provides the rules and regulations, including allowable position levels, for the creation of said Office in the LGUs concerned.
In particular, Section 15 of the IRR of RA No. 10070 states that if a province, city, and municipality is financially capable and has not exceeded the the Personnel Services (PS) limitation, the Local Sanggunian may elevate the organization and staffing of the PDAO.
It bears noting that LGUs are self-reliant and self-sufficient entities, and the capabilities of LGUs to pay their obligations and operating requirement is limited by their available funds and income.
In this regards, as part of its autonomy, every LGU shall design and implement its own organizational structure and staffing pattern, taking into consideration its service requirements, financial capability, and the priority needs identified by the Local Chief Executive, the Sanggunian, and/or local development councils concerned, subject further to the standards and guidelines of the Civil Service Commission and this Department.
