Section VII of the DOLE FOI Agency Manual provides that access to official records, documents and information pertaining to official acts, transactions, decision, as well as government generated data/information and researches used as basis for policy development shall be afforded the public subject to such limitations as may be provided under Executive Order No. 2, series of 2016, to wit:
