Anyway, if you would consider, below is the rationale of the study. I may also provide you a copy of the entire approved proposal. However, there was no link for attachments.
>Over 265 million children are currently out of school and 22% of them are of primary school age. Notably, several programs and projects of the Government, Non-Government Organizations, and Private Sectors were initiated to
address this concern. Based on the Millennium Development Goals Report, it is recorded that the number of out-of-school children of primary school age worldwide has fallen by almost half, to an estimated 57 million in 2015, down from 100 million in 2000. There has been major progress towards increasing access to education at all levels and increasing enrolment rates in schools, particularly for women and girls. However, the lack of quality education is one of the issues aside from access to education. The cited reasons for lack of quality education are lack of adequately trained teachers, poor conditions of schools and equity issues related to opportunities provided to rural children (United Nations, n.d).
According to United Nations, obtaining a quality education is the foundation in creating sustainable development. One of the goals of the Philippine Government as indicated in the Medium-Term Plan or the Philippine Development Plan 2017-2022 is to accelerate Human Capital Development. Among the identified strategies are to pursue full implementation of the K to 12 programs and continue curricular reforms. These plans are also anchored to the long term vision of the country – Ambisyon Nation 2040 and the Sustainable Development Goals of the United Nations. In Davao City, Mayor Sara Z. Duterte-Carpio signed the Executive Order No. 12, series of 2018, creating the Task
Force Peace 911 of Davao City (Peace 911) as the implementing arm of the Davao City Advisory Committee on Peace and Development (DC PEACE-DEV). Peace 911 is an initiative to change the pattern of development by using a human-centered approach, taking into account cultural diversity, social justice, and participatory decision-making. It is hoped to facilitate projects responsive to the needs of the residents concerned, will be the ones seen and implemented in their respective barangays. The principles and mechanisms used to advance Peace 911 could be used as a model to implement Executive Order No. 70 or the Whole of Nation Approach in attaining Inclusive and Sustainable Peace. Peace 911 is ensuring that government offices immediately address the needs of the community.
One of the focus geographic area of Peace 911 is the Paquibato District. Identified as part and parcel of the Peace 911 initiatives is to establish a school particularly in Paquibato District. One of the primary issues of the communities in Paquibato District is access to quality tertiary education which is more often a challenge for an average family in far-flung areas. Hence, the Barangay Council of Malabog, Paquibato District, in session assembled, promulgated Resolution No. 22, Series of 2019, calling for the establishment of USeP-Malabog Campus.
In support of the call for sustainable development, the state-run University of Southeastern Philippines (USeP) aims to provide every student an opportunity to earn a degree through quality education. Hence, one of the strategies of the
University of localizing the SDG number 4 – Quality Education - is to bring education nearest to the communities of the disadvantage areas in Davao City, particularly in Malabog District. More so, this is also one way to express the commitment of this University to contribute to the peace-building
programs of the Government, especially in Region XI. The establishment of an (extension) campus in Barangay Malabog will serve a noble purpose of allowing the youth to develop themselves and to become self-reliant, conflict-
transformative, and responsible citizens.
Further, this project aims to improve the quality of life of the people in the locality through access to inclusive and
quality education.
