Hi, I would like to request a list of successfully issued SAP assistance for our barangay. This is intended only for checking if our local HOA officers and bgy officials did what they were mandated to do with regards to dispersing the funds properly. My household, together with several neighbors, opted out of the assistance to allot for the less capable.

18 June 2020 Dear Mr. Mar Peligrino, Greetings! Thank you for your request dated 4 June 2020 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your request You requested information on the following: (1) List of successfully issued SAP assistance for Barangay Marilag, Quezon City for recipient transparency and due diligence. This is intended only for checking if your local HOA officers and barangay officials did what they were mandated to do with regards to dispersing the funds properly. You further stated that your household, together with several neighbors, opted out of the assistance to allot for the less capable. Response to your request Unfortunately, this is not a valid Freedom of Information (FOI) Request. Thus, we are constrained to deny your request. However, you may contact the DSWD Social Amelioration Program Hotline Numbers at telephone number 16545 or by cellular phones through calling 09474822864 (Smart), 09162471194 (Globe) or 09329333251 (Sun) or texting 09189122813 or by e-mail at [email protected] to inquire about your concerns and/or report irregularities about the Social Amelioration Program brought about by the COVID-19 pandemic. According to MC 009, s. 2020 entitled Omnibus Guidelines in the Implementation of the Emergency Subsidy Program of the Department of Social Welfare and Development and is available at https://www.dswd.gov.ph/issuances/MCs/MC_2020-009.pdf, it is the barangay that chooses the SAP beneficiaries. Specifically: X. Role of the LGUs The LGU shall perform the following: xxx 2. Prepare the list of target beneficiaries/clients as stated above; xxx Further, as to the publication of names, the Department of Interior and Local Government has already ordered each barangay to publish the SAP beneficiaries. Thus, you could inquire at your barangay regarding this matter. Further still, for other related concerns, you may wish to direct your concern to the DILG by submitting a request to them via this portal.
