Your request
You requested information on the following for your knowledge: (1) List of PWD SAP Beneficiary in San Juan City; and (2) Is it true that only the poorest sector are entitled to SAP that I was told in our fb groupchat of PWD here in San Juan City that only those PWD that are in the poorest sector can receive the social amelioration?

Unfortunately, your Freedom of Information (FOI) Request will be partially denied.
Number (1) is not a valid FOI request. However, you may contact the DSWD Social Amelioration Program Hotline Numbers at telephone number 16545 or by cellular phones through calling 09474822864 (Smart), 09162471194 (Globe) or 09329333251 (Sun) or texting 09189122813 or by e-mail at
[email protected] to inquire about your concerns and/or report irregularities about the Social Amelioration Program brought about by the COVID-19 pandemic.
As to the publication of names, the Department of Interior and Local Government has already ordered each barangay to publish the SAP beneficiaries. Thus, you could inquire at each barangay in San Juan City regarding this matter.

It provides:
VI-A. TARGET BENEFICIARIES OF ESP
As emphasized in RA 11469, ESP shall be given to low-income families, assessed to be most affected by the imposition of community quarantine, given their existing life situations or circumstances. Target beneficiaries shall include: xxx
3. Indigent families of Indigenous Peoples and Other Vulnerable Groups, as determined by the DSWD, not limited to: xxx
(d) Other vulnerable groups – may include the following but not limited to: senior citizens, persons with disabilities, lactating and pregnant women. Provided, that in the determination of vulnerable groups, they shall be qualified as families and not as individual members such that the provision of the ESP to any one of them will exclude the other members of his/her declared family in the qualification.
Thus, your FB groupchat is correct that only those PWD that are in the poorest sector can receive the social amelioration.
Your right to request a review

We will complete the review and tell you the result within 30 calendar days from the date when we receive your review request.
If you are not satisfied with the result of the review, you then have the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011).
