Good day, sharing with you the letter that we have also sent to DepEd regarding the matter:
18 June 2019
Hon. Leonor Briones
Secretary
Department of Education (DepEd)
DepEd Complex, Meralco Ave.
Pasig City
Dear Secretary Briones,
Greetings of peace!
Government Watch (G-Watch) is formerly a social accountability program of a university founded in 2000 that is now an independent national action research organization embedded in constituencies of civic and advocacy-oriented organizations all over the Philippines aiming to contribute in the deepening of democracy through the scaling of accountability and citizen empowerment.
G-Watch has been working in several localities in the Philippines and one of this is Puerto Princesa. G-Watch in Puerto Princesa has been supporting community-based sustainable tourism (CBST) through monitoring and advocacy on environmental protection, citizen participation and social enterprise.
Last June 8, 2019 as part of our community outreach, G-Watch visited barangay Marufinas, one of the poorest and remotest barangays of Puerto Princesa. In our discussion with the community, we found out that the elementary school in Marufinas still has K-12 subjects with no textbooks.
We would like to ask you good office about the current status of K-12 textbooks. We are checking online for relevant reports or updates on textbooks for K-12 and we have not seen any. G-Watch was involved in textbooks monitoring with DepEd before (see here for a paper that we co-published https://www.g-watch.org/resources/vertical-integration-research/doing-accountability-differently-proposal-vertical-integration) and citizen monitoring of education services continues to be our priority agenda.
In addition, we would like to seek the assistance of the Department in responding to the following education-related needs that the leaders of Marufinas brought to our attention:
- K-12 textbooks for all subjects
- Opening Grades 7-12 classes on staggered basis (since Marufinas is an remote barangay, students have difficulty travelling to the nearby barangay to attend high school resulting to high drop out rate)
- Additional school-buildings (they are currently holding multi-grade classes due to lack of classrooms)
- Equipments and infrastructure (such as computers, fences and stage)
We look forward to your positive response and action to the concerns and needs of Marufinas. May we request that your good office keep us posted on the actions taken.
If you have queries, please do not hesitate to contact us at [email protected] or [email protected] or [email protected] (attention: Mike Ollave).
Respectfully,
Joy Aceron
