Based on the data you want to obtain, it appears that the subject matter of your inquiry belongs to the jurisdiction of two other government agencies: Social Housing Finance Corporation (SHFC) and National Housing Authority (NHA).
1. The SHFC is the lead government agency to undertake social housing programs that will cater to the formal and informal sectors in the low-income bracket and shall take charge of developing and administering social housing program schemes, particularly the Community Mortgage Program and the Abot Kaya Pabahay Fund Program (Executive Order No. 272). Below is the website of SHFC for your reference:
https://www.shfcph.com/
2. The NHA is tasked to develop and implement a comprehensive and integrated housing program which embraces, among others, housing development and resettlement, sources and schemes of financing, and delineation of government and provide sector participation (Presidential Decree 757). Below is the website of NHA for your reference:

On the other hand, Pag-IBIG Fund has the twin mandate to generate savings through membership in an integrated nationwide savings system; and to mobilize the provident funds of its members for housing purposes by granting housing loans to qualified members.
Qualified members may avail of any of the applicable Pag-IBIG Fund Housing Loan Programs such as the End-user Financing Program (EUF) or the Affordable Housing Program (AHP). Under the EUF Program, a borrower may avail of a housing loan of up to P6,000,000.00 with interest rate based on the full risk-based pricing program while under the AHP, an eligible borrower may avail of a P450,000 housing loan amount with 3% interest rate for those earning not more than P15,000 or a P750,000 housing loan amount with 6.5% interest rate for those earning not more than P17,500 payable for a maximum term of thirty (30) years.
Availment of the housing loan program under the Fund shall be subject to the prescribed eligibility requirement. Further, said loan shall be secured by collateral consisting of the same residential property to which the loan proceeds are applied. Said program of the Fund intends to help low-income Filipino people acquire decent yet affordable houses.
Thank you.
