Hi, I would like to request a list of all accredited emission testing centers in the Philippines that contains the name of the emission testing center and address (location,city,province,region) that is accredited as of August 2020

We are researching the effects to the efficiency of government regulated processes of "for profit companies" that are heavily regulated or directly dealing with the Philippine government. The output of the research will either prove or disprove the assumption that a. for profit companies dealing with the government improve or did not improve government services b. for profit companies dealing with the government take advantage of the loopholes of the government regulation to maximize profits c. for profit companies dealing the the government has government contacts that may or may not give these companies an advantage to maximize profits. Because of the current pandemic, my team decided to focus on smaller companies like the private emission centers where they are designed to be for profit but their service is necessary to comply government regulations in the Land Transportation Office, and their operation is regulated by the Department of Transportation.

Names and addresses of clients, shall not at all times, be given to third person without the former's prior written authorization, expressly granting the latter to acquire from this Department the requested information.
