Please be informed that a foreign national can immediately start working in the country upon securing Provisional Work Permit (PWP) from the Bureau of Immigration (BI). The PWP can be issued upon submission of Alien Employment Permit (AEP) or with pending AEP application at DOLE. With regard to Special Work Permit (SWP), SWP is being issued to foreign national whose engagement in the Philippines is outside employment arrangement and among the 14 activities listed in DOLE-DOJ-BI-BIR Joint Guidelines No. 01, Series of 2019 (please see attached file). Your right to request a review If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to Secretary Silvestre H.
