I would like to know legal opinion whether it is proper for the provincial government to hold(not release) the provincial share for general revision of real property intended to the municipalities for the reasons that the municipal accountant failed to liquidate some provincial grant project given by the province, thereby affecting the conduct of general revision of the municipality concerned. Kindly send me the reply through a correspondence.
