Hi, Are there any circular that shows what subdivisions are allowed to charge residents on their water bill? Our water service is still owned by the developer (Manila water mother meter) and there has been unannouced rate increase and additional environmental charges imposed on us. We're currently paying up to 4x the amount a common residential household normally pays.

May 22, 2023 Dear Enrico Mendoza, Greetings! Thank you for your request dated May 17, 2023 05:53:21 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your request You asked for Latest official circular on subdivision mother meter billing scheme. The MWSS Regulatory Office has not issued any circular as to how much should be collected or charged to homeowners of a subdivision served by Manila Water through a bulk water supply arrangement. We would like to clarify that the responsibility of Manila Water is up to the mother meter only while the responsibility beyond the mother meter falls under the jurisdiction of the developer. Unless it is stipulated in the Memorandum of Agreement (MOA) entered between Manila Water and the developer that there are restrictions such as an imposed cap on the maximum amount that can be charged to homeowners, the developer can charge or impose its own tariff without restrictions. While our aim is to provide information whenever possible, in this instance this Office does not have the information you have requested.
