To whom it may concern, May I inquire if rotary-wing manned aircraft / rotorcraft (helicopters) are allowed land in any open space, and at any time to load or unload passengers near populated areas such as subdivisions by merely putting or painting a "H" symbol on a flat area. And are there any corresponding penalties under aviation regulations for such activities. Kind Regards, Julian Teodoro

September 17, 2019 Dear Julian Teodoro, Greetings! Thank you for your request dated Sep 03, 2019 02:05:27 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your Request You asked for Landing of helicopters in open spaces.. Response to Request Your FOI request is approved. I enclose a copy of the information you requested. Please note that helicopters are not allowed to land in any open space unless in case of emergency. Helipads are supposed to be certified by CAAP Aerodrome and Air Navigation Services Oversight Office prior to its operation. Corresponding penalties for such violations are indicated in the Philippine Civil Aviation Regulations (PCAR) 1.2.1.8 under Civil Penalties and Section 81 of RA 9497, also known as Civil Aviation Authority Act of 2008. Your right to request a review If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to [email protected]. Your review request should explain why you are dissatisfied with this response and should be made within 15 calendar days from the date when you received this letter.
