May I request for any issuances released by the Department of Transportation that are related to the creation of the PRI-Project Management Office (PRI-PMO). I found a DOTr issuance for the MRT3-PMO but I can not find any issuance related to the PRI that would give information about its mandate, scope, org structure, etc. Thank You very much. March 11, 2019 Dear Restituto Felipe Gabuya, Greetings! Thank you for your request dated Mar 04, 2019 01:36:37 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. You asked for Issuances relating to the creation of the Philippine Railway Institute Project Management Office. Your FOI request is approved. Below is the response of the Railway Office. "The PRI-PMO was created in response to the Records of Discussions (RoD) for the Technical Assistance Project to Establish the Philippine Railway Institute (PRI-TA) agreed upon by the Department of Transportation (DOTr) and the Japan International Cooperation Agency (JICA) dated 18th January 2018. The RoD states that one of the undertakings of DOTr is to “provide counterpart personnel … (PMO) and suitable office space with necessary equipment and secretariat services until the completion of the PRI Building [sic].” At the moment, the PRI-PMO is assisting the JICA Expert Team in carrying out the activities for the PRI-TA." If you are not satisfied with the result of the review, you then have the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011). Thank you.
