Dear DILG,

I am interested in writing about the OPLAN Likas program for my thesis. I am collecting as much information about this and found this website of yours:

but I am unable to access the files and technical reports that in that website. May I seek request access to these? It would be really helpful if I could have information about this. 

Moreover, I would also appreciate if I could talk to someone familiar with this project. Please let me know if there's anything you require from me about this request. Thanks!
