Your Request
You asked for IRA, Calamity Fund and Quick Response Fund (QRF) of the Municipality of Minglanilla and its Barangays.
Response to Request
At the outset, please note that the review function of the DBM only covers the annual or supplemental budgets of certain LGUs such as provinces and highly-urbanized cities. Our review function does not include review of other LGUs budget such as municipalities and barangays. However, as an oversight agency, we may gather from our records the following data, pertinent to the Municipality of Minglanilla, Cebu:
1. The FY 2020 IRA of the Municipality of Minglanilla, Cebu amounts to P 292,625,252.00;
2. The said LGU’s FY 2020 Local Disaster Risk Reduction and Management Fund (LDRRMF), otherwise known as Calamity Fund, is at P 20,800,000.00; and,
3. Its FY 2020 QRF, equivalent to 30% of its LDRRMF, amounts to P 6,240,000.00.
For the requested information of the said LGU’s barangays particularly for their respective LDRRMF and QRF, kindly note the basic computation of this budgetary requirement.
As a general rule, the minimum LDRRMF an LGU should provide for in its annual appropriations should not fall below 5% of the Revenues from Regular Sources for the Current Year. Of that amount, 30% of which shall be the requirement for the QRF. As already discussed above, the requested information of the barangays is not with the DBM.
Foregoing considered, we suggest that you refer the matter raised directly with the Municipality of Minglanilla, Cebu as it is the appropriate office with updated records for the requested information of the barangays. For the barangays’ IRA, please see attached Annex A detailing the said information.
