According to procurement laws and guidance, the execution of international agreements are exempt from such regulations.

The Consular Agreement between the People's Republic of China and the Republic of the Philippines (https://www.doj.gov.hk/lawdoc/bilateral/caphilippines_e.pdf) states:

A consulate officer shall be entitled to ... protecting the rights and interests of the sending State and those of its nationals; ... and furthering the development of economic, trade, scientific-technology" ...

Given such, why is there an ongoing investigation when it is clear that this matter is exempt?
